Facilities Master Plan

In 2007, NYS legislated the Rochester Schools Modernization Program (RSMP) to help RCSD fund extensive updates to their 50 aging schools. To receive the funding, the District needed to submit a Facilities Master Plan. Since 2010, SWBR, with Gilbane/Savin, have been developing this comprehensive Plan, which spreads the work over four project phases, allowing the District flexibility to accommodate its changing needs.

Phase 1 outlined all building conditions, identified the work needed, and prioritized the projects. It included renovations and alterations to 12 buildings, plus technology upgrades within those 12 buildings. Phase 2 calls for renovations and technology upgrades to 14 schools. Phases 3 and 4 will prioritize and address the work and technology needed for the remaining schools.

Phase 1, costing $325M, is complete. Most of Phase 2, totaling $435M, is in design and construction, with the last of the plans – Phase 2D – submitted for approval, and an Architectural Services RFP issued. Phases 3 and 4, projected to cost $1.2B, are scheduled to be complete in 2024, making the RSMP the largest public works project in Rochester’s history.
