An open house and dedication ceremony was held Thursday at the newly opened Joseph L. Allen Apartment at 780 Albany St., Schenectady. The $18 million affordable housing project, named for Schenectady’s first African-American City Council member, includes 51 studio, one- and two-bedroom apartments and support services. The project was developed by the Rochester-based nonprofit DePaul Properties and several government and other agency partners.
